chinatown this morning. sources tell 9 news now 28-year- old floyd corkin opened fire inside the family research council headquarters on g street. our peggy fox is live with more. >> reporter: you can see the street here, g street, still blocked off in front of the family research council some seven hours after this morning's shooting. the victim, leo johnson, has been a security guard at the family research council more than 10 years. this morning when a gunman walked in, he put his life on the line to stop him. shoot inshot in the arm and bleed -- shot in the arm and bleeding, the wounded security guard with the help of a few other people were able to grab and wrestle the gunman to the ground. >> the security guard was a hero in this case and did an excellent job from stopping the gunman from getting further into the building. >> reporter: the bustling city block was shut down for the investigation as the suspect,

28-year-old floyd corkin of herndon, was taken away in handcuffs. >> the suspect handcuffs, blood on his body. >> reporter: where did you see the blood? >> it was going down the left side of his pants. >> reporter: we're told the gun used was legal. he walked into the conservative family research council which lobbies against civil unions, gay marriage and abortion access and funding measures. its president recently spoke out in defense of the chick-fil- a's president for taking a stand against guy marriage. >> we're looking with the u.s. attorney -- gay marriage. >> we're looking with the u.s. attorney's office about what charges can be filed. no charges have been filed yet. >> reporter: police won't say what the suspect said before allegedly opening fire, but it was enough for local police to call in the fbi. now police have been interviewing corkin throughout the day. we haven't heard about any possible motive for the shooting. we do know the fbi was searching for corkin's vehicle

and we believe they found it parked at the east falls church metro center and we believe they towed it away. now more about the family research council. it is a conservative christian lobbying group and according to its website, the group tries to promote the core values of faith, family and freedom through policy reserve and public education. as peggy reported, it's also known to oppose same sex marriage and abortion. 9 wants you to know about teenage drinking and tonight an update on the story we've been following since much earlier this year. today the owner of the town square market faced a hearing to determine if he'd be able to hold his liquor license. andrea mccarren is back from the hearing and has the story on what went down. >> here's what's happened. the police detective who had been doing surveillance at town square market likened it to shark week on the discovery channel. he called it a feeding frenzy of teenagers who wanted to buy booze without getting carded.

today's proceeding at d.c.'s alcohol control board came after richard kim was convicted of selling alcohol to a minor. the board saw evidence of multiple sales to teenagers including those documented by montgomery county police as underage buyers crossed the d.c. line into maryland. through a translator mr. kim told the board it would never happen again. he has since purchased an id carb for his store and says he always -- scanner for his store and says he always asks for identification. there are 90 days to make a decision on whether town square market will be able to keep its liquor license. the neighborhood commission voted unanimously that it should not. >> any indication so far as to which way they're leaning or we have to wait till the end? >> a lot of testimony today. you can never tell, never predict what goes on behind closed doors. >> thank you. hundreds of people lining up in chicago today for their chance to petition the u.s.

government to stay in this country. they are presumably sons and of daughters of illegal immigrants brought to the country before they were 16. our bruce leshan is live in langley park with more on the immigration policy that's become welcomed there. >> reporter: big lines in chicago and here in langley park. this is the most sweeping change in immigration policy in the united states in decades if you came here before age 16, if you're in or have finished high school, trade school, ged program or have served in the armed forces and have a clean criminal record. critics call it an illegal backdoor amnesty. >> i'm one of the first 20 people on the list and i'm very excited. >> reporter: the line snakes across the front of the building and way down the street. hundreds of young immigrants eager to be among the first to apply for temporary legal status and a chance to work and to study.

>> i don't know any other country than america. america is my country and i'm american. >> reporter: at the national immigration forum downtown 17- year-old natali montaia was still trying to believe. it. >> it's actually starting to hit me that it's real. >> reporter: her parents brought her to the u.s. at 6. in constant fear of deportation she dedicated herself to school and in june was a valedictorian at washington lee high in arlington. >> national honor society. my dream medical school is harvard. we'll see about that, but i want to be a heart surgeon. >> reporter: she cries when critics accuse her and her parents of stealing american jobs. >> honestly like my mom cleans toilets. who would want to do that? it breaks my heart because they're here for me and no one is going to give them back those years. >> why wouldn't you want us going to school? it just doesn't make sense in my head, you know. >> reporter: but critics see

the obama administration's deferred immigration enforcement program very differently. >> it's illegal. it's unconstitutional. congress gets to decide who comes and under what terms. >> reporter: the federation for american immigration reform says deferred action will only make u.s. border problems worse. >> this sends the incredible wrong message all over the world that if you play by the rules, you're a big fat sucker. >> reporter: naftali says she is neither a sucker, nor a rule breaker. she says she is just an american dreamer. >> i'm going to work very hard for my dream. >> reporter: folks are getting ready to go inside and start filling out the forms. this program was put in place by president obama's executive order. so the next president could simply reverse it. mitt romney has said that he would veto the dream act, but on this program he hasn't been so definitive. he's actually just said that he would replace and supersede it with a long term solution.

anita? >> bruce leshan, thank you. the associated press says the pentagon has been investigating a four star army general william kip ward and now he's facing allegations he misspent hundreds of thousands of taxpayer dollars using the cash to pay for things like air travel and hotel stays for friends and family. defense secretary leon panetta is expected to decide ward's fate by the end of this month. we've got a threat of storms tonight and the 9 weather team is declaring a code yellow alert. >> we're not expecting the storms tonight to be as widespread as yesterday. so that's the good news. friends in the northern neck and eastern shore, we do have a severe thunderstorm watch in effect until 10:00 tonight. it's basically south and east of town which includes st. mary's county in maryland. live doppler 9000, pretty quiet, no warnings, but we see showers and storms south of us out toward fredericksburg and just toward the eastern shore.

a commuter alert, that new commuter parking lot at telegraph road near i-95 and prince william parkway is set to open september 4th. the new lot will add about 700 spaces for commuters and will be a relief for folks who try to park in the horner road lot which is typically beyond its 2,300 base capacity before 7:30 a.m. united airlines is apologizing after a 10-year-old girl was left to fend for herself as she was in o'hare airport for four hours. the little girl was flying from san francisco to michigan to summer camp, but no one from the airline ever came to escort the uncompanied minor from one -- unaccompanied minor from one gate to the other. when she asked for help, she was told they were too busy. her parents found out about the

problem when the camp called to say she did not get there. a baby girl alive doing well rescued from a deadly street collapse in china. it happened in the middle of the afternoon along a downtown street. the collapse opened up a crater 33 feet deep. four people fell in, one of them that 14-month-old girl. she survived along with one other person, but two others died. investigators will try to figure out what created that huge crater. an interesting little fact from the u.s. census bureau. as of tuesday at 2:29 p.m. the u.s. population hit 314,159,265. if these numbers look familiar, that's because it's the first nine digits of the mathematical constant pie multiplied by 100 million. maryland's special design to focus on gambling ended up addressing two dozen other issues, a closer look at the fallout from one of them.

maryland lawmakers failed to reach an agreement on a bill to overturn a ruling from the state's highest court. that ruling singles out pitbulls by declaring them inherently dangerous and in case of a dog bite it makes it easier to sue not just the pitbull's owner but others connected with thing to as well. at 5:00 we heard from the group maryland votes for animals and

frank frankini. he says because of that ruling it is now the pitbulls that are at risk. >> in baltimore city we're told the shelter is taking in 20% more animals and adoptions have dropped 20% since the court ruling. in howard county i'm told it was difficult to adopt a pitbull before the ruling. now it's impossible. >> he also is hearing many dog trainers are refusing to work with pitbulls because of liability issues stemming from that court ruling. now that special session was supposed to be all about expanding gambling in maryland and not everybody is happy with how it ended. >> reporter: i'm scott broom at national harbor where the signing of maryland's gambling bill today marks the beginning of a campaign to get voters to approve a casino here in prince george's county prince george's county, maryland. >> casino special interests don't want maryland taxpayers to know they're being played. >> reporter: the advertising has already been hot and heavy. >> to vote yes on national harbor. >> these are good jobs. >> reporter: labor groups in

favor, church groups opposed. >> and we are sick and tired of legislators that would try to foist a casino down our throats. >> reporter: yet at today's signing of the gambling bill governor martin o'malley seemed relieved. >> we are now able to put this issue behind us and move forward. >> reporter: for his part prince george's county executive rushern baker is firmly behind the national harbor proposal with current partner mgm and convinced voters will clear the way. >> i'm for. it. >> reporter: by voting yes in the -- i'm for it. >> reporter: by voting yes in the upcoming referendum. two other officials are expected to vote against the casino. in virginia they're talking about a budget surplus, a pretty big 1. governor bob mcdonnell told state lawmakers today virginia ended the fiscal year with a surplus of more

than $448 million. he said that puts virginia far enough in the black to give state workers a very nice present, a 3% bonus in december. winning tonight's powerball drawing could leave you with a pretty penny, an estimated $320 million worth, in fact. the lump sum payment is worth just over 213 million, but your chances of winning are one in 175 million. so a lot of people play. another popular game, scrabble, but at this week's national championships in orlando one competitor apparently took things too seriously. the executive director of the national scrabble association says the male player was ejected in the 24th of 28 rounds. he is a minor and was apparently trying to smuggle in two blank tiles to use in the competition. cheating at scrabble. >> what would motivate said cheating like is there a lot of money or just the title? >> he wants to be the scrabble

king. come on. >> you want to be the scrabble queen, right? >> no. not really. >> the pressure was apparently intense. >> it was. all right. we're looking at the potential for some big storms tonight. a lot of folks are getting ready to head home tonight. it's not as widespread as yesterday, but folks in the northern neck and eastern shore could see big storms come through tonight, the a man threat damaging wind gusts and -- the main threat damaginged with ungusts and some hail. the areas in yellow including south and east of town in st. mary's county and you can see around the beltway things are quiet. we do see showers and storms south of us. i think most storms will stay south of us. you can see entering fredericksburg and around culpeper a pretty good storm going through, unionville getting hammered with lots of rain. we don't have any warnings in effect right now, but radar showing us showers and storms

moving in closer from the west heading east. you can see right around just south of culpeper east of orange some of the lightning strikes associated with this pretty big cell. some light showers and light rain potentially into reston, rockville, olney, germantown and poolesville. not all of this could be hitting the ground. temperatures only 83 degrees, winds northwest at 12 miles per hour. temperatures today thanks to the cloud cover keeping things not hot at all, 82 la plata, 77 in leesburg, winchester down to 73, thanks to the rain cooling you down. some isolated storms are possible the rest of this evening, some strong or severe. thursday less humid, will feel really nice, hot friday, then much cooler for the weekend. check out your 9 futurecast. to put this into motion, storms possible tonight, but they'll be kind of few and far between.

overnight we clear out. thursday lots of sunshine and thursday night will be a nice night to have dinner on the patio if you want. friday morning, start out sunny, but clouds increase throughout the day. we have another cold front coming through starting in from the northwest. by friday evening it could be a wet commute. we could see more storms come through. tonight a few storms strong to severe, generally south and east of town, lows lower 70s in downtown. the next three days, our 9 weather alert code, green thursday, nice day, highs around 90, friday, yellow because of the chance for storms and showers, highs in the lower 90s. we talked about the cooler weekend, check out saturday, 82 degrees, potentially unsettled. sunday partly cloudy, chance for a shower, highs still around 83 degrees and boy, look at next week, monday, tuesday, wednesday temperatures topping out in the mid-80s. boy, that will feel nice.

now 9 sports with kristen berset, the best sports in town. >> after 25 players jumped ship last year the maryland terrapins are now trying to move forward looking to improve on last year's two-win season, but it's not playing out this their favor right now. starting quarterback c.j. brown will miss the entire season out with a torn acl. head coach randy edsall said it happened while the team was practicing a two-minute drill last night. brown wasn't touched, but his knee basically gave out. this is a huge setback for the terps. they must now rely on two untested freshmen quarterbacks to lead this team. coach edsall addressed the news this afternoon via twitter saying brown will continue to be an important part of this as

a captain and leader to help mentor the other two qbs on our team. nfl preseason is all about whittling down the roster from 90 players to the best 53 men and those guys competing for a spot have another chance to impress when the redskins play the bears saturday night in chicago, but the running back job isn't playing out as many expected. just one of the three competing for the starting job is actually healthy enough to play. tim hightower still on the mend from a knee injury, roy helu jr. suffering tend night in his achille's which leaves evan royster to carry the load. >> we're hoping that tim will be much better next week and hopefully he's able to go against a little bit indy. we're hoping helu is back from the indy game full speed ready to go. so it's an ongoing process. >> in hopes of avoiding surgery right tackle jammal brown got a second cortisone shot in his right him this week. he had surgery in 2009 -- hip
